What limits it
Membrane systems have minimum flows, pressure and recovery constraints, cleaning requirements, ramp limitations, and water-quality conditions. Storage costs money and changes residence time. Distribution pumping may remain inflexible. A plant should not sell grid services it cannot deliver while meeting its primary public-health mission.
